Context and Purpose
Warwickshire Police wanted to develop a new mission, ambition, and set of values that reflected how the organisation works together: both internally and with the public.
The challenge was to engage a large and diverse workforce meaningfully, ensuring the resulting framework captured lived experience, built ownership, and supported lasting cultural change.
MutualGain was commissioned to independently design and co-facilitate a series of World Cafés to create a safe, inclusive space for these conversations.
Approach and Delivery
Nine World Cafés and a series of complementary focus groups brought together officers, staff, and volunteers to explore the central question:
“What values should guide the way that we work together?”
More than 10,000 individual comments were gathered across the process. Structured, rotating dialogue and creative visual minutes helped surface diverse perspectives, foster reflection, and make the sessions accessible to all participants.
MutualGain’s independent facilitation provided transparency and credibility, while findings were then taken forward by Warwickshire Police to co-develop a values framework with organisational leaders.
Outcomes and Impact
The engagement produced a new mission, ambition, and values framework that is now embedded across the force:

- Ambition: To deliver policing excellence as standard
- Values: Service · Pride · Humanity · Learning
The framework is guiding leadership development, workforce training, and cultural change initiatives, reinforcing trust and collaboration within the organisation and with the public.
